A linear campaign will turn off new players or at the very least will only engage them for a limited time, but a more open non-linear game will turn off fans that have stuck with the franchise. The reason HW campaigns are linear is because they are told as a journey from point A to B, the story itself has a specific style that they have done for all the games, but are we still not passed this? Does a HW game ALWAYS have to be about one central ship/vehicle, travelling in a straight line with no way back? If the answer is "no" I get it, but that will also limit its appeal in a market that has left this style behind.
